4. Against this background I should be grateful if you would let me have a decision on the financial proposals set out in Whitmore's letter of 5th February not later than the close of play on 13th June. We have in any case already reached the point in time when it will be difficult if not impossible to field a fully operational Hunter squadron of 5 front line aircraft in Hong Kong in March 1970 but if a final decision is delayed beyond 13th June we may need to review the whole basis of our plan including the costings proposals.
5. I am sending a copy of this letter to Campbell in the Defence Policy Department.
