21st July, 1969.

Dear Gaminara,

I told you of my intention to bring the proposed Order in Council and its background to the attention of the President. This has now been done. On its way up, it came into the hands of the Board's Solicitor who pointed out that the Order in Council should refer to the Board, as a corporate body, and not to the President in

person.

As a result of a conversation between my Director (Mr. Sampson) and Mr. Carter, our Solicitor was in touch with your adviser Nr. Rushford on this point, and in consequence has now asked that the following amendments be passed to Mr. Rushford for his consideration. My references are to the draft, as copied to me,

In Article 2, line 1, delete "President of the "

In Article 3, line 1, delete "President of the"

lines 2/3. for "he or they" read "they or he may", line 3, for "any of his" resd "any of their or his". line 4, for "section" read "article" lines 4/5,

for "class of persons" read "to persons of any specified class",

In Article 4, line 8, delete "President of the".

For ease of transmission I enclose a spare copy of this

letter.

A.W. Gaminara, Esq.,

Foreign & Commonwealth Office,

King Charles Street,

London, S.W.1.

Yours sincerely,

(J. Clayton)
