Carter has asked me to reply to your letter No. ST 17/18/02 of the 6 September about plan DIGIT.

2. I am sorry about the delay in replying to your letter but we have been meaning to discuss this matter with the Governor of Hong Kong who is now in this country. We are in fact hoping to have this discussion some time during the first two weeks of December. For this reason it would be helpful if you could come over for a preliminary discussion of the matter in Carter's room, and bring with you the instructions to which you refer in paragraph 1 of your letter under reply. We feel that it would be advantageous to us if we could see the instructions in question.

3. Carter's room is No. 246 on the second floor of the main Foreign and Commonwealth Office building (entrance by the King Charles Street steps). If you can see your way to paying us such a visit, perhaps you would fix a date and time by telephone. Carter's extension is 615 and mine is 171 on the Foreign Office switchboard (Main A).
