1. In accordance with the instructions (1) of the Chief of the Defence Staff, we have examined the problem of providing extra helicopters for Hong Kong, within the present cost of the Garrison, as proposed (2) by the Secretary of State after his visit to Hong
Kong in June 1969.
2. We have consulted the Foreign and Commonwealth Office, the Staff of the Chief Adviser Personnel and Logistics and the Defence
Secretariat.
Recommendations
Our report is at Annex A.
3. We recommend that if they approve our report, the Chiefs of Staff should submit it to the Secretary of State as an expression of their views. A draft submission is at Annex B (not attached to this pre-
liminary draft).
