NOTES FOR
SUPPLEMENTARIES
2.1 What is the role of the RAF helicopters in Hong Kong?
A.1
Q.2
A.2
The support of the Garrison in Hong Kong whose role is the external defence of the Colony and to assist if necessary in maintaining internal security.
Questions about the number of aircraft in the squadron/
suitability of the Whirlwind Mk 10 helicopters/general adequacy of the squadron establishment
The aircraft establishment of the squadron is based on a requirement to provide a clearly defined simultaneous lift which is explained in the background note but should NOT be disclosed. But the squadron's ability to fulfil the agreed task inevitably varies depending on the distances to be covered, the nature of the loads, the operating altitudes and the ambient temperature. We are now reviewing, in the light of a complete year's operational experience in Hong Kong, the number of aircraft needed by the squadron. As regards suitability for the task and serviceability generally, however, we are satisfied with the whirlwinds which are well proven aircraft.
Q.3 Questions about reinforcement of Hong Kong with RAF heli-
copters both before and after our withdrawal from South East Asia.
A.3
Until our withdrawal from South East Asis is nearing completion in 1971 we will be able to reinforce Hong Kong as necessary from the Far East Air Force in Singapore. After our with- drawal, however, reinforcements of all kinds will need to come from the UK. We have, of course, and will continue to have a general capability to reinforce in this way if we consider it necessary.
2.4 Questions about cost of the helicopter force in particular
and the Hong Kong garrison in general.
A.4 That is another question and I must have notice of it.
2.5 What about the accident to a whirlwind in Hong Kong on
30th October 19697 Are you satisfied that this was not due to unserviceability?
A.5
The accident in question occurred during normal training in daylight and in good weather. The helicopter struck overhead cables. The Board of Inquiry found no evidence of technical malfunctioning. Unfortunately the pilot and crewman were both killed and I am sure the whole House will join me in expressing profound sympathy for all who have been bereaved in this tragic accident.
2.6 Will the Board of Inquiry report be published?
A.6
No Sir. It is not the practice to do so.
