I thought that it might be helpful if I put it on record that under a departmental reorganisation here DS 6 is now responsible within the Defence Secretariat for the co-ordination of all policy matters affecting Hong Kong; single service responsibilities for naval and air force matters in Hong Kong, however, continue to lie with DS 5 and DS 8 respectively. I should be grateful, therefore, if all correspondence dealing with general policy matters, as well as issues affecting the Army in Hong Kong, could be addressed to David Morris in DS 6. We have for example passed your letter (Ref. DP 10/3) of the 12th November, about the Royal Hong Kong Defence Forces to him for action.
I am sending a copy of this letter to Gaminara in the Hong Kong Department.
