You asked me to prepare a draft letter for you 2y to send to Mr. Haynes at the Ministry of Defence

enclosing a copy of Hong Kong telegram No. 447.

I have assumed that the main purpose in writing at this stage is to let Mr. Haynes have the informa- tion in the telegram, but there are one or two other points arising out of Mr. Haynes' letter to Mr. Moreton of 29 May which we might mention at the same time although I do not think that we are yet in a position

I to send a comprehensive reply to that letter. attach a draft for consideration which you are going to pass to Mr. Sykes to see before it issues.

3. Although Mr. Healey is not due in Hong Kong until 24 June, he is scheduled to leave this country on 15 June.

The draft should therefore issue as soon as possible.
