You asked me to let you have this file/early so that Mr. Moreton could see the record at (5) before he leaves the Department at the end of this week.

2. The record at (5), which is a Ministry of Defence record, seems to present a position of stalemate. So far as the fighter aircraft are con- cerned, it appears that unless the capital cost of the aircraft can be found from a source other than the Hong Kong Government or the Ministry of Defence, the whole idea of having the aircraft in Hong Kong will have to be scrapped and Hong Kong will have to rely on occasional visits of RAF aircraft from this country after 1971. Mr. Healey undertook to look into the question of such visits on his return to this country. You will recall that we have already probed the Ministry of Defence on this particular matter and their reply was not at all encouraging (see paragraph 3 of ()).

13. We did ask the Governor early in June to let us have information of any developments which might occur as a result of his discussions with Mr. Healey. We have not yet heard from the Governor on this sub- ject but we did get a telegram from Mr. Moreton when
