Thirdly, the Governor has also queried the figure for the estimated recurrent costs of operating the training detachment visits. Apparently the Commander British Forces, Hong Kong was originally advised that these costs would come out at £2,500-3,000 annually; and these figures are in line with those mentioned in paragraphs 13 and 17c of the Air Force Department note referred to above. However, in your letter to me of 15 August the estimate is raised to "less than £5,000 a year on present estimates" although no reason is given for the increase. Perhaps you could clarify this point?

The Governor's last point concerns the arrangements envisaged for the provision of fighter cover for the two year period between March 1970 (when the liunters will be withdrawn from Singapore) and the beginning of the post-1971 arrange- ments. In paragraph 6 of the draft enclosed with your letter to me of 1 August it was stated that this particular aspect was being studied by the Ministry of Defence. you yet in a position to let us know the outcome?

6. Finally, I think I should let you know that when the Governor has informed us of his final conclusion on this matter we may well find it necessary to seek Ministerial approval for whatever solution is proposed.
