You may know that my Minister (Lord Shepherd) recently visited Hong Kong accompanied by John Moreton. Among the subjects discussed with the Governor and also between John Moreton and Canning, the recently appointed Director of Education, was that of technical education.
2. Canning gave Moreton a copy of a memorandum prepared in April for discussion by Executive Council on the Tevelopment of Higher Vocational Education in Hong Kong. I enclose a copy which you may be interested to read.
3. Canning mentioned that at a later stage we might be asked to assist with the recruitment of staff. He also said that it might be helpful if Dr. Watts, your adviser on technical educɛtion, could visit Hong Kong. I had the impression myself from the answer your Ministry gave in February to a Farliamentary Question by Anthony Royle that Dr. Watts was proposing to visit Hong Kong last arch. Arthur Peckham, to whom I am copying this letter, will recall his own letter to me on the subject of this question dated 18 February I do not know if Dr. Watts went to Hong Kong or whether his visit was for some reason postponed. But you will wish in any case to know that the Hong Kong Department of Education may be suggesting a visit by him later.
