My dear Lord Shepherd :-
When we met at Government House on Monday 2 June 1969 to discuss technical education you were kind enough to offer personal help over contacting people who might be able to assist us with finding staff for the proposed Hong Kong Polytechnic. I do not know what papers you have but I enclose a rather lengthy aide memoire on the project generally which may be useful. I am writing separately to the Chairman of Technical Education and Training for Overseas Countries and enclose a copy of this letter, too.

Our major immediate problem is likely to be a man to take charge of the whole project. We are setting ourselves a deadline of Easter 1970 for having the Polytechnic legally in being. At that point it will consist only of the reorganised existing Technical College with probably somewhat less than 2,000 full-time students and an unknown number (but probably up to 10,000) part-time and evening students. By about the same date we should have the overall structure and financial arrangements clear and should be getting on with planning the new College for completion in early 1973.

I will try to be in London as arranged on or about the second week of September together with Mr. Bailey. An itinerary will be prepared and sent ahead as early as possible.

If you can help us in any way with this project which we all know to be so important to the welfare and development of Hong Kong, I shall be most grateful and indeed we shall all be in your debt.
