Record of University Grants Committee, Polytechnic Planning Committee meetings
This record deals with a formal meeting held at The Chinese University of Hong Kong, a formal meeting with the Polytechnic Planning Committee, and a number of less formal sessions with S. F. Bailey, Secretary to both the University Grants Committee and to the Polytechnic Planning Committee.

A meeting was held at the new University site under the Chairmanship of the Pro-Vice-Chancellor, Dr. C.T. Yung, to discuss teaching of commercial and business management subjects and sound out opinions and reactions on management teaching in Hong Kong. The Chinese University offers undergraduate courses leading to B.Com. and post-graduate courses leading to M.Com. The University is a federal organisation based on three previously existing post-secondary Colleges Chung Chi College, New Asia College and United College. Chung Chi College now has a Department of Economics and Business Administration within its Faculty of Arts; New Asia has Departments of Economics, Accounting and Finance, and of Business Administration in their Faculty of Commerce and Social Science; and United College has Departments of Accounting and Finance, Business Management and of Economics in their Faculty of Commerce and Social Science. These are undergraduate departments and the graduate training is developed through the Lingnan Institute of Business Administration which is a central University institute.

On the whole it appeared that the B.Com. students were generally acceptable to employers and the teaching staff present at the meeting (who in one form or another represented all three Colleges as well as the graduate school) emphasised their desire. to meet employers' needs. This had its dangers but many of the examples quoted showed that the staff had a reasonably practical approach to these matters. They were in particular conscious of
the difficulties of small firms.

Some mention was made of a difficulty peculiar to Hong Kong. In the absence of a central banking system the provision of development finance for a small firm was often very difficult and it was the opinion of many present that a
