The Committee has been asked to give early consideration to those matters which would enable simultaneous progress to be made on aspects of the matter which need not await their full report e.g. the most appropriate general location for a new institution (to enable a site to be earmarked) and sufficient information on its size and structural features to permit preliminary work on its construction to proceed.

To sum up it seems clear that the proposed Polytechnic must serve the needs of the community: and that it should do this by:-

(a) meeting commercial and industrial needs for properly education

and trained staff, and

(b) responding to the natural and radional desire of very many

people for educational and employment opportunties commensurate with their abilities.
