I found our chat the other day most useful, and have
now prepared a short note for my Chairman.

The main points we need to cover at the meeting are
(a) in your experience is recruitment for a semi- autonomous institution of the type described in PPC.54 (the paper I left with you) likely to be more difficult than recruitment for a wholly government institution? The answer to this is to us of great importance tactically.
(b) have you any advice or examples you can give us on the organisation of a Polytechnic when the institution consists of two or more Colleges? One group in Hong Kong is inclined towards the view that the Colleges should be linked, administra- tively and academically, only at Board level, and not through the Board secretariat (still less through a Director or super- Principal). This is partly on the grounds that the Colleges should be able to develop in their own ways, partly on the grounds that if this is not done the Polytechnic will be a single insti- tution of 4000 students and that this is too big.
The other group prefers the single institution argument, with some autonomy perhaps in the Colleges but with one man answerable to the Board for the administrative and academic performance of the Polytechnic. During discussions in Hong Kong the two views have been loosely labelled "unitary" and "non-unitary".
(c) supposing we opt for a semi-autonomous unitary institution with a single man in charge, roughly of the calibre and on the salary of a Vice-Chancellor, do you see any particular difficulty in recruiting such a man?
