We spoke the other day about Marsh's prospective visit to Hong Kong, and I now enclose a draft of the sort of letter that you may feel able to write to the appropriate officer of the Hong Kong Government from our point of view, the more senior the better. I fear the exchange of telegrams between the ODM and the Hong Kong Government proved somewhat sterile. I also enclose, for your background information, a copy of the letter I originally wrote to the ODM about Marsh's visits to India and Hong Kong. You will see that the exchange of telegrams was not exactly speedy, and there is now therefore a certain element of urgency if the Hong Kong Government feels disposed to include anything in his programme that needs advance notice. Please phone me if there is any further information or explanation that you would like.
Could I at the same time confirm that Marsh would welcome a briefing meeting at the FCO in which at least George Foggon and yourself could participate? If you agree with this in principle,
