Mr. Campbell said that just before he left for Hong Kong in December he had watched a programme on BBC2 which dealt with conditions in the territory. He felt that the programme gave a very distorted view of life in the colony these days. The programme emphasised the restrictions and troubles whereas Mr. Campbell found,
in practice, that conditions in Hong Kong were more or less normal.
