If the Minister is asked why we should not force the pace,

the anser is that we can only act on requests for staff which the

Hong Kong Government make, but that Dr. Watts will be only too glad

to discuss further staff requirements with the Hong Kong authorities.

If, on the other hand, the Minister is asked why the Hong

Kong authorities should not aot with more despatch, the answer is

that it is important to establish as carefully as possible what

exactly Hong Kong's future requirements are.

3. It is possible that the questioner has some particular cas0

of delay in appointment in mind. If the Minister is asked why there

is any delay in making appointments in the field of technical education

for Hong Kong, the answer is that generally speaking there is no delay

beyond what is customary in advertising and selecting suitable
