It is apparent from the attachments to this memorandum that despite the occasional lip-service paid to educating the students the continued prime purpose of the communist schools is to produce thoroughly indoctrinated young communists who will obey any instruction from China without question and who will hold the Government of Hong Kong and all it represents in contempt. While this state of affairs continues the communist schools must be regarded as a major potential threat to security.
