of the Chung Wa Middle School, which was under a closure order were being operated there. There was a further distinct improvement in the atmosphere. Although there were some instances of chanting and protests were made to the inspectors at five of the schools, the inspectors were received with varying degrees of courtesy and, with one exception, were able to carry out more or less normal routine inspections. Successful revisits were made to two of these schools a few days later because of unsatisfactory features in the inspections.

Except for a visit to Yuk Kwan School on 7th May no further visits were paid to communist-controlled schools until the latest series of inspections began in October 1968.
3rd Round Area Inspectors
9. The object of this latest series of inspections was again to maintain contact with the schools, to establish some form of presence with a view ultimateley to reverting as far as possible to the situation as it was before confrontation. Secondary objects of the inspections were to obtain information concerning enrolments and staff changes and to put pressure on the schools to comply with the requirements of the Education Ordinance with regard to certain matters particularly the registration of teachers.
10. It was decided to inspect all premises, both those registered and those pending registration, of all registered communist-controlled schools once during the first term (September-February). So that they would have the appearance of normal routine inspections and not a concerted campaign against communist schools these inspections were spread out over the whole period. These inspections also were carried out by the supervisory inspectorate only, with each school being inspected by the inspectors respon- sible for the area in which the school was situated. No advance notice was given of the inspections.

Altogether 38 communist-controlled schools were inspected. almost all cases the inspectors were received with a fair degree of courtesy and they were able to carry out normal inspection procedures. There were three instances of minor obstruction probably caused by the absence of a responsible person when the inspectors visited the premises. In all cases admonitory letters were sent to the supervisors and the schools were successfully reinspected.

In general, the information obtained by the inspectors confirmed the figures obtained from the enrolment returns made by the schools in September 1968. In round figures, allowing for schools recently opened for which no returns are available and which have not yet been inspected, the enrolments in communist-controlled schools are as follows:

13. The total number of teachers employed in communist schools in the Colony is in the region of 900. The inspections revealed that 123 of these were teaching without permits. Mild pressure in the form of verbal advice at the time of the inspection and, where necessary, subsequent written advice resulted in 63 applications for ermits to teach being made by 10th Februry
