COMMUNIST CONFRONTATION

Apart from the question of confrontation prisoners, a major sue in the Grey case (on which there is separate briefing material) the Minister may wish to discuss the following points

with the Governor:

(b)

(a) the current security situation;

the development of Communist schools;

Chung Wah School.

(c) the ex-Headmaster (Wong Cho Fan) of the former

The Minister may wish to ask the Governor what problems would be likely to arise if the Communists should re-activate their poster campaign (see paragraph 9 below). If the posters are not inflammatory they would presumably need to be dealt with in exactly the same way as any other posters the exhibition of which was subject to the prior approval of the Hong Kong authorities. Would this be likely to present any difficulties?

Communist Schools

3. The Minister might ask the Governor about progress towards tightening up control of Communist schools on the lines agreed at our discussions with him at official level last October

(see paragraph 11 below). It was agreed at that time that it would be necessary for any measures taken to be applied to schools generally and without discriminating against Communist schools, although such measures might tend to hit Communist

schools harder than others.
