WONG Cho-fan: Special Branch roports that WONG has still made no visits to the school premises since his return from Canton on 7/5/69.
Inspection of Communist-Controlled Schools.
13. Three advisory inspectors visited Heung To Middle School branch at 30, To Yuen Street, Kowloon, on 3rd June, 1969 to inspect the teaching of Physics, Mathematics and Biology. The inspectors carried out a full inspection of their subjects, and the school re-actod favourably to the visit.

These inspection visits are now well cstablished and it is not proposed to refer to them in future Progress Reports unless something significant occurs,
Probable Houng To Middle School Extension at Tai Po.
15. A land transaction involving several lots in the Tai Wo Yuen area of Tai Po was recorded and registered by the Tai Po District Office on 6th June, 1969. The transaction was between the owner and Mr. Fung Fai acting with others, Fung Fai boing the business administrator for the Houng To Middle School.

The Land Records of Tai Po District Office show that the lots involved were granted in 1910, and details of one of the lots, namely 760 RP., are as follows I-

The existing building on lot 760 R. P. is now known not to have been used as a school during the past 25 years, but information prior to that is not readily available.

The new owners appear to be in possession, and officers of the New Territories Administration report that on 17th June, 1969, work of a minor nature was observed to be in progross on the house situated on one of the lots involved in the transaction, possibly for convorsion to a school. Since part of the lot 760 R. P. is in school status, it is for consideration whether D.C.N.T. should approach the purchasers of the lots involved and enquire about their intentions, offering to advise them of the procedures to be followed for development. The aim of such an approach would be to try to find some way of forestalling the opening of a school in the present building on the lot, as opposed to trying to close a school after it had been opened. Meanwhile D.C.N.T. is checking the status of the lots involved with a view to advising whether any action is possible to provent or limit their rodevelopment with permanent school buildings.
Adequate Primary and Secondary Provision at Tai Po and Sha Tin.

18, The Stooring Committee considers that all possible stops should bo taken to forestall the Communists at both Tai Po and Sha Tin, particularly in the provision of secondary places. D. of E., P.A.C.S.(S) and P.A.C.S. (L) are considering what stops could be taken to achieve this. At Sha Tin it may be possible to have the proposed Government secondary school upgraded to Category A of tho Public Works Programme this August.
