but, as I have explained before, fees are not as yet a major factor. It is the degree of the parents' Communist conviction, or the amount of leverage of one kind or another which can be applied to them, which chiefly determines whether or not the children are sent to a Communist school.

7. Imprisoned Communist teachers (paras. 9-11) These teachers are permitted, not registered, teachers and misunderstanding of a point in the Education Ordinance resulted in their permits not being cancelled before. This will now be corrected but, again, a rather cumbersome procedure under this unsatisfactory Ordinance is required. I should add that the drafting of amendments to it is proceeding slowly, but it is not an easy matter.

ID. Heung To Middle School, Tai Po (paras. 15-17) These paragraphs illustrate some of the difficulties of trying to stop new schools opening.

1. Primary and Secondary Provision at Tai Po and Sha Tin (para. 18) We can I think make some progress fairly early at Sha Tin, but at Tai Po there are site difficulties which will take time to overcome. This paragraph illustrates a point I have made before: the Communists can open a school of low standard quite quickly in barely-adequate premises: but to build and equip a proper school takes several years. Nevertheless, I do not think we should lower our standards just to get something inadequate going quickly.
