called into the Board of Trade unexpectedly last week and had a general discussion of the textiles problem. He seemed pretty vague but indicated that there were signs that the Japanese might be prepared to have some sort of bilateral negotiation and that the Americans were looking for some sort of " comprehensive- selective" solution. I doubt whether Mr. Gilbert was really saying anything new; the Japanese have
indicated that they are prepared to have bilateral

talks about the arrangement of multilateral talks and for their part the Americans have indicated that a comprehensive solution would involve specific restraint levels for selected items and a global ceiling for the rest.
