You will have seen the reply from the President of the Board of Trade to the Hong Kong Textile Association's telegram about the tariff.

I think we now need to prepare ourselves for the question Hong Kong will, among others, certainly be asking about the meaning of the passage in the President's statement about the imposition of quotas. I have suggested to Mr. Milne of Commodities that his department might follow this up with the Board of Trade.

Mr. Sellers mentioned the possibility that the Hong Kong industrial representatives would wish to imitate the vigorous line which India is taking about the imposition of the tariff (see telegram 1385 from New Delhi). He thought that although the Government would see that there was nothing to be gained from precipitate action, when so long an interval remaingi before the tariffs come on, the Associations might not take this point. I said that they would be getting the President's reply and we would see what their reaction was,
