Action taken on the morning of 22 July. The acting Head of
the department concerned at the Foreign Ministry, Dr. Dietrich
noted the three points but offered no comment.

Today's Frankfurter Allgemeine carries a report from its
London correspondent on Mr. Crossland's speach in the House of
Commons, It notes that Britain has broken with the tradition of
completely free trade in the Commonwealth and goes on to say
This breach will be seen in England generally as preparation for
a new era which will bring the adhesion of Great Britain to
Europe.
Certainly, technical factors are involved in the raising
of duties on textile imports from the Commonwealth. But undoubtedly
the real significance lies in the commercial anticipation of
Britain's entry into the E.E.C.
Evidently the British Government
regard it as possible that Britain will be in the E.E.C. by 1972,
