Draft Communique.
Indian and U.K. Officials have discussed in Delhi over the past week the problems Jaresing [GPS UNDEC] statement of the President of the Board of Trade on July 22 regarding imports of cotton textiles
from the Commonwealth Preference Area.
The Indian officials represented strongly the opposition
of the Indian Government to the British proposal to introduce a new tariff on imports from the Commonwealth Preference Area with effect from January 1, 1972. They pointed [GPS UNDEC] that this
change would cause to the Indian Textile Industry and expressed the
opinion that it would not benefit the U.K. Industry as hoped by the [GPS UNDEC] and Industry. They urged that the proposals went against
the commitments made by H.M. G. to India bilaterally as well as
multilaterally and that it would result in grave discrimination against India. They emphasised the rights India enjoyed under the trade agreement with the U.K. and deplored the absence of prior consultation about the proposed change.
U.K. Officials for their part explained the background to the proposal embodied in the President's statement and described the
objectives of U.K. Textile Policy.
