Textile Council Report.

If questioned about the report, you should emphasise that it was prepared by the Textile Council which carries responsibility for the recommendations contained in it. B.O.T. officials took part in the work of the Council's Executive Committee and other Committees concerned with

studying the industry. They were there to act as assessors. They were not concerned with the conclusions and recommendations

of the report and there is thus no question of the Government being committed in any way to accepting these conclusions and

recommendations.

2. The Board of Trade will be reviewing the findings

of the report in close consultation with the industry before

taking any further action over the report. Thus there is no question of our approaching other Commonwealth Governments to discuss the proposal for a tariff on cotton textiles unless and until a decision has been taken to follow up the Textile

Council's recommendation on this subject. In considering

whether or not to take further action on the recommendation

we have very much in mind our various contractual and

other obligations to Commonwealth countries as well as the

principles on which the Commonwealth Preference Area has

been built up over many years.
