report in close consultation with the F.C.O. before
taking any action. There is no question of our
approaching other Commonwealth Governments to discuss
the proposal for a tariff on cotton textiles unless a
decision has been taken to follow up the Council's
recommendation on this subject. We have very much in
mind our various contractual and other obligations to
other Commonwealth countries as well as the principles
on which the Commonwealth preference area has been
built up over many years. The Textile Council ought
