I attach two copies of a letter addressed to

this department by Hannam, principal Trade Commissioner, Hong Kong, about the lengthy pro- cedures which Hong Kong businessmen have to face

before they get visas for visits to this country.

2. Hannam has addressed us because in a sense

this is his parent department, but the subject

matter is entirely yours and we should therefore

be grateful for your advice. I know that

Mr. Carter would like eventually to reply to the letter himself he has sent an interim reply already but you may prefer to deal direct. If

so, may we have a copy of your answer.
