Handing Over Notes

Kenneth Blackwell does not arrive here to take over until 7 August, whereas I leave on 25 July. I have therefore prepared a set of handing over notes for him, and I enclose a copy for your files. I have, of course, not sent that part of the notes dealing with purely domestic details, but you may be interested in the advice I have proffered to my successor in more general matters.
