Since seeing your CREDA 4 and Rounthwaite's telegram 62 I am concerned to know whether you have received my Newsletter of 10th January and whether Rounthwaite has also seen it. If so, that letter and of course EXCED 12, will have put you as fully in picture about Tunnel as we ourselves. I appreciate that there is much information you cannot use. No doubt also there is a great deal of rumour and criticism to counter, much of it deliberately propagated in the hope of influencing British authorities.

I am sure you realise this.

As regards Kai-Tak Airport, essential information, little as it is, also given in my Newsletter. Application for funds on this scale in present economic climate needs prolonged considera- tion. This is best and iter only defence against charge of procrastination.
