You will see that Mr. Carey has turned down our request on Hong Kong's behalf for an improvement of the growth rate in the wide sheeting and sheets agreement from 3 to 6%

I have drafted a submission because I believe you will wish to take this question to the Minister. Lord Shepherd is now on holiday so that the wording of the recommendation will have to be changed. Moreover I have not yet drafted a letter from our Minister to the Board of Trade (I think it might be best to address Lord Brown).

I think a solution to this problem is now urgent. On top of all the other commercial differences we are having with Hong Kong, if this growth question goes against them the consequences with Hong Kong industry will be serious.
