The Hong Kong Cotton Ldvisory Board (hereinafter called the Board), on behalf of the Hong Kong cotton textile industry, has advised Government that an undertaking should be given to the United Kingdom cotton industry through the United Kingdom Government, to limit shipments of certain types of cotton textile manufactures from Hong Kong
The to the United Kingdom for retention there in the following terms. Hong Kong Government has accepted this advice.
1.
This undertaking shall have effect for eleven months from
1st February 1962 to 31st December 1962.
2.
This undertaking shall not apply to the following :-

Kong Government may specify as not properly
coming within the scope of this under taking.
The quantities of cotton manufactures specified in paragraphs
4 to 6 below relate to rates of shipment over a period of twelve months. For the currency of this undertaking as defined in paragraph 1 above, these quantities will therefore be reduced by one-twelfth.
4. Subject to the provisions of paragraphs 6, 7, 8 and 10 below, exports of cotton piecegoods (whether in the grey state, yarn-dyed, finished or in the form of towelling in the piece) to the United Kingdom for retention there shall not exceed 100 million square yards.
5. Subject to the provisions of paragraphs 6, 8, 9 and 10 below, exports of made-up cotton manufactures to the United Kingdom for retention there shall not exceed the cloth equivalent of 65 million square yards.

In addition to the quantities specified in paragraphs 4 and 5 above, there shall be an additional ceiling of 20 million square yards. which may be applied, at the discretion of the Hong Kong Government after consultation with the Board, to any of the categories of exports to which this undertaking applies.

Over and above the ceilings defined in paragraphs 3 to 6 above, the Hong Kong cotton textile industry may export supplementary quantities of cotton piecegoods to the United Kingdom for-retention there, these supplementary quantities being calculated in accordance with the procedure --set out in the Annex to this undertaking.

Paragraph 3 of the under taking given by the Hong Kong Textiles Negotiating Committee to the United Kingdom Cotton Board on 31st December 1958 shall remain in force so far as it relates to any shortfall outstand- ing at the end of the year beginning 1st February 1961 and ending 31st January 1962. Any shortfall in shipments of supplementary quotas shall remain valid for six months from the 1st of the month following the review which gave rise to those supplementaries.
9. The method of calculating the cloth equivalent of made-up cotton textile manufactures shall be that agreed between the Hong Kong Govern- ment and the United Kingdom Board of Trade for the purpose of the voluntary
