(a) Phase I (commencing when final allocations are made):

(i) Individual quota holders will be permitted to increase their

holdings in any specific category, by a given percentage derived from the margin between the category ceiling and the amount allocated in that category;

(ii) Swing into an n.c.s. category from categories within the same.

(iii) Swing between Groups II, III and IV will be permitted subject

to the following limitation:

(A) Swing into Group II from Groups III and IV will be unlimi-

ted, except in the case of specific categories (see (i) above);

(B) Swing into Group III from Groups II and IV will initially

be limited to about 8 million square yards, but subsequently the margin will be subject to day-to-day adjustment;

(C) Swing into Group IV from Groups II and III will only be

possible after yardage has been swung out of Group IV. The Group IV swing margin will be subject to day-to-day adjustment;

(iv) Swing into and out of Groups I and V will not be permitted.

(b) Phase II (commencing on or about 1st May, 1969):

(i) The percentage limit of specific categories will be removed;

(ii) Quota holders will be permitted to increase their holdings on

a first-come-first-served basis up to the category ceilings; in the first instance, however, applications received by a pre- announced deadline will be approved on a pro rata basis, if necessary;

(iii) The scheme will also be thrown open to companies which do not

hold quota in the categories concerned, subject of course to their being able to provide the necessary yardage;

(iv) Swing between groups will continue under the same conditions

as in Phase I.

A separate notice will be issued in advance of the commencement of Phase II of the scheme.
