Control Arrangements for 1969
I. Principles of Quota Allocations
On the advice of the Cotton Advisory Board, it has been decided that companies' gross 1969 quotas will be calculated as follows -

Actual performance plus 1% growth 100% of 1968 gross quota plus 1% growth plus a pro-rated share of any forfeited yardage.
Companies which shipped in 1967 against anticipation of 1968 yardage will have those shipments counted as 1968 quota performance. On the other hand, net 1969 allocation will be gross quota minus yardage anticipated in 1968.
II. Revised Categorisation
3. As a result of exchanges with the Board of Trade in accordance with the consultations clause contained in the present Agreement, new categorisation in respect of wide sheeting and sheets with an overall limit of 18.5 million square yards will be applicd in 1969. This modification does not affect Hong Kong's total export opportunities under the Agreement and the group and aggregate quota limits for 1969 will be higher than those for 1968 to the extent of the usual 1% annual growth. The scheme of categorisation which will apply with effect from 1st January 1969 is detailed in the enclosure to this notice. While one new category with a specific limit has been created, the levels for nine existing ones in Groups II, III and IV have been increased.

The practical effects in regard to 1969 quota allocations concern the following categories
Group II - Loomstate piecegoods

Category 3 (Yarn-dyed (including denim), under 60" in width): This category now excludes yarn-dyed loomstate fabrics 60" and over in width which are now in category 7. Accordingly, companies having performance in 1968 in yarn-dyed loomstate fabrics 60" and over will qualify for quota in category ?......
