As you foresaw in your minute of 23rd December, 1968, it seems that we may not have heard the last of the growth question to which we and the B.O.T. referred in paragraph 7 of the Saving Despatch at 17.

Mr. Sellers tells me that "ong Kong were proposing to challenge what is in effect Mr. S. Stewart's version of what happened about growth during the on negotiations last year in a formal despatch.

I think it was to this matter that Mr. Morton was referring at yesterday's meeting when he spoke about "another despatch".
