As you foresaw in your minute of 23rd December, 1968, it seems that we may not have heard the last of the growth question to which we and the B.O.T. referred in paragraph 7 of the Saving Despatch at 17.

I suggested to him that it would be far better, bearing in mind the history of these negotions, if the matter were first raised in demi official la and I understand that Mr. Jordan will be writing such a letter to you. I think it was to this matter that Mr. Morton was referring at yesterday's meeting when he spoke about "another despatch".

In 17 (paragraph 2) we spoke about the signature of a memorandum of understanding. in your better three months hat passed without further reference to this by the Board of Trade I suggest that we do not remind them of the need for a memorandum to be signed by them and the Hong Kong Government Office until we see the size of this growth problem.
