I promised you yesterday a copy of the record which the Hong Kong Department of Commerce and Industry prepared for their own internal use of the discussions held last September about wide sheeting and sheets.
As I said to you on the telephone, this is a Hong Kong paper and does not purport to be an agreed record of the consultations: we probably only got a copy because, as you know, Mr. Carter was present. I have no objection at all to your seeing it and hope that it will be useful, but I must emphasise that it should not be used and is given to you off the record.
