4. Against this background perhaps I could try to put the matter in the right perspective largely for my own benefit. Attempts at official level to persuade the Benelux that the inclusion of our Dependent Territories in the Agreed Minute would be harmless continue. If they succeed I can see no reason why the Minute should not be amended on the lines suggested last year without waiting for the annual occasion of January to do this. But if there had to be a
further meeting to discuss the question, that might well have to wait until January next.
