Please refer to your letter of 13 June, concerning the inclusion of the overseas dependent territories in the Anglo/Benelux Agreed Minute for 1969. I regret that the earlier letter from Rees was not replied to, but unfortunately it has only recently come to rest in this Department.

The action proposed by Rees is entirely acceptable to this Department; indeed it is difficult to see what further action can be

taken at present. We would, of course, like

Hong Kong's interests to be borne in mind when this Minute next comes up for discussion and renewal.
