My minute of 19 June about Swedish Textile Negotiations. The meeting envisaged in paragraph 6 took place this morning, with Mr. Hughes in the chair.

We had a useful exploratory discussion with Mr. Jordan covering:-

possible developments in the American position following Mr. Stans' tour;

the advantages and disadvantages of conceding to the

Americans a multilateral LTA-type agreement covering

non-cotton textiles or, alternatively, of inviting them to

take Article XIX action- if they continued to press their

case;

the extent to which Hong Kong was likely' to be under

pressure from importing countries to concede voluntary

restraints in the foreseeable future.

3. We were not asked to indicate our attitude towards UK requests for Hong Kong restraints in the non-cotton field (paragraph 8 of my earlier minute). This subject was avoided, except for a passing

reference by the Chairman to the fact that the UK's case in certain

sectors was under examination.

4. It was agreed by the Chairman that the Board of Trade would prepare by mid-July a memorandum on the issues involved setting out the various alternatives. This would be forwarded to Hong Kong for an expression of the Governor's considered views.

5. At the end of the meeting there was an exchange of views on the implications for Hong Kong of the UK Textile Council Report and of EEC's progress towards framing a common commercial policy.
