Mr. Carter
The letter to Mr. S. Stewart from Mr. Sellers should have the desired result because the final page of the record made of the meetings with Mr.Jordan to discuss the Swedish negotiations shows that Industries 1 did in fact undertake to prepare a statement on the UK position for transmission to Hong Kong. But I am told by Miss Dumble, who made the record, that after discussion with Mr. Kemmis the Board do not propose to send Hong Kong a copy of this record. I should have thought myself that they ought to get a copy and I do not know if you will wish to take the matter up with Mr. Kemmis.

A further point about this record arises from page 3 where Mr. Jordan's answer to the question whether Hong Kong would consider it appropriate if the UK,like Sweden, sought to conclude a restraint agreement, is recorded.
I have told Miss Dumble that according to my recollection Mr. Jordan's answer is not fully set down. I remember him as saying that the special Colonial relationship between Hong Kong and HMG would also affect this question. Miss Dumble, who took full notes, says that this was not so. I should be grateful to know if you remember this and whether you think we ought to press to have that remark recorded in a con- text which may become quite important.
