Sixth Session (Plenary)

11.50 a.m., Thursday, 24th April 1969

73.

On the resumption of the Session Baron de Geer proposed and Mr. Jordan agreed, that he should first of all go through all the items to specify his Government's aims and intentions:

Cotton Garments Table 1

(a) of the four knitted items included hereunder shirts and women's and girls' underwear were under restraint. They should continue under control. Night garments should also be transferred from E/A to restraint. Finally, in view of the three fold increase in imports from Hong Kong of men's and boys' underwear that item should also be limited. One combined quota for all those items was suggested.

Cotton Garments Table 2

(b) Although they were mainly concerned about 60.05.305 (men's and boys' roll-neck shirts etc.) where the increase in imports was more marked, the Swedish Government would want the women's and girls' item (60.05.505) restrained as well, as the two were interchangeable to some extent.

They

(c) Only men's and boys' anoraks were currently under restraint.

would like to have the women's and girls' sector covered as well under one quota.

Cotton Garments Table 4

(a) They wanted all blouses limited under one quota. However, on

hearing the explanation from Mr. Ho that Hong Kong had separate classification numbers for embroidered blouses, it was confirmed that the Swedish request was limited to the unembroidered variety.

Cotton Garments Table 5

(e) The Swedish Government wanted all ready-made shirts grouped

together under one quota (i.e. grouping cotton with polyester/ cotton However, Mr. Jordan pointed out that Hong Kong could not agree to restraining cotton and non-cotton items together.

Cotton Garments Table 6

(f) They proposed to drop restraint on woven night garments and to

place that item on E/As instead.

Cotton Garments Table 7

(g) After some discussion it was noted that the Swedish classification

That numbers (61.01.105, 108) covered non-cotton coats as well. explained why Hong Kong's export licensing figures, at 16% of the restraint level for the first ten months of the restraint period, were much lower than the Swedish import figures. Accordingly, an E/A scheme only was sought, but Mr. Henriksson
