"In the event that the issue of Export
Authorisations for any itom is suspended, at the
request of the Swedish Government in accordance
with the procedure outlined in the preceding
paragraph, the Hong Kong Government may extend
the validity of an existing Export Authorisation
by a period not exceeding 90 days, only if it is
satisfied that non-shipment of the goods in
question has been caused by circumstances beyond
the exporter's control. Other cases of hardship
will be referred specifically to the Swedish
Government for consideration."
