restraint might have to be agreed but we support

your proposal to aim at a restraint level not less

than your 1968 trade.

8. Both production and consumption have been

rising. Certainly imports and Hong Kong's share

have also risen but this is an expanding market.

We see no evidence of damage to support your

proposal for restraint and unless a stronger case

can be demonstrated we regret we cannot agree.
