so in order to safe-guard the U.K's textiles interest. consider Hong Kong should be instructed to agree to restraint on all these items with the exception of dress shirts for a period of twelve months but that the restraint levels should not be less than the existing levels of trade.
(11) A telegram to this effect prepared by the FCO
is at doc. 100 opposite. They have said that if the Board of Trade are unable to agree to instruction on these lincs they would have to submit the matter to higher authority since they would regard the risk of damage to our relations with Hong Kong as considerable. In any case instructions should be sent to liong Kong as soon as possible so that they can reply in good time before their representative leaves for Stockholm on 13th June. If they react strongly even to these instructions then it will be necessary to discuss with their London office or to insist that their representative comes to London before he goes to Stockholm.
