CRE 1 conclude that Hong Kong should be authorized to acree restraints on the non-cotton items concerned, except for dress shirts where Sweden's production has risen, but at not less than the 1968 volumes of trade. On cotton items Hong Kong should be free to agree arrangements under the CIA as she has been hitherto.
