Your minute refers to Telegram No.302 from Hong Kong.

3. As the Hong Kong/Swediah consultations take place early next week it is essential to send a reply at ones.

When I saw Baron de Geer a few weeks ago he assured me these consultations the Swedes would pot ask for more the field of non-cotton textiles than extension of restraints on the items already restrained for the year ending June 30, 1969. The telegram which has been sent to Hong Kong tells them in no uncertain terms that this is the limit of their authority from This authority was in fact given them some time ago after Industries I had been given every opportunity to comment. I do not wish to send a long minute commenting on your references to "double standards of morality”. In the case of anoraks, as you well know, imports account for 80% and more of the total Swedish consumtion and Hong Kong has the lion's share in the trade. far as we are aware, there is no item imported by the 0.8. on which the share of imports is anything like this figure. For garments as a whole, for example, the corresponding figure is well under 10%. I do not therefore regard the Swedish and the United States cases as analogous. I do not think it is likely but if Ir. Stans raises the Swedish case with us I can see ho harm in giving hin the figures and telling him that when the United States have a case which is anything like so good as the @wedish case we will not mind having a look at it.

There was a full discussion at the P.C.0. of the possibility of solving the immediate difficulty with the Americans by giving them a modieum of encouragement to engage in bilateral deals with Far Eastern suppliers. The upahet of the discussion is reflected in the revised version of the paper which is now in the hands of C.R.E.4.
