3. Our telegrams No.252 and 253 made it

clear that we were opposed to agree to

anything but the possible extension of the

existing arrangements for another year and

we were therefore most surprised to learn

from your telegram No.339 that you had agreed

to discuss, even on a hypothetical basis,

the extension of controls to a number of

important non-cotton items.

We recognised that the termination of

the existing restraints on June 30th might

cause embarrassment in your relations with

the Swedes and for that reason we are

prepared to fall back on a continuation of

the restraints on a pro rata basis for a peri

of three months, pending further discussions

on the issues involved.

We do not need to tell you of the

importance of the issues at stake and we

intend to try to move the seat of the

negotiations to London.
