Hong Kong/Swedish Textile Negotiations.

I am sorry not to have replied earlier to your letter of 5th March. Herbert Stewart has now, quite rightly, reminded me that our reply is outstanding and that the question of how the negotiations should be handled is best settled before the formal request is received.

2. Baron de Geer called here last Thursday and gave us a little further information of what their intentions are. A note of this meeting, with a copy of a very general memorandum which he handed over, will be circulated shortly. On the basis of this, and in agreement with Industries 1 Division, I now attach a draft telegram to Hong Kong which sets out the approach which has been generally agreed here. We think that this is both in line with our previous attitude and likely to be acceptable to Hong Kong.

3. We have now received the latest telegram from Hong Kong, 76 No.246, pressing for an early reply. We have already taken into

account the arguments deployed in this telegram in reaching the conclusion given in the attached draft.

4. I am copying this to Carey and Stewart here.
