RECORD

After discussion with Mr. Sellers who had

47 discussed our telegram no. 81 on the telephone with

Mr. Jordan, it appeared that Hong Kong objections to the Board of Trade line on the forthcoming negotiations were these:-

(a) Item 462.

Hong Kong have an equivalent table of statistics for cardigans to those sent with the letter at (32) and for some reason do not appear to have sent it to us or the Board of Trade. These statistics indicate that there is an overall decline in production of all mens' and boys' jackets within the Swiss classification of 60.05 which comprises a larger group of garments than our own category 462. If this is so, it may indicate that the suggested line of defence is a blind alley.

(b) Category EX 751.

Here again Hong Kong apparently have evidence to indicate a decline in production, evidence apparently in conflict with what the Board of Trade call their "most recent production figures". It will be necessary to resolve the difference between the information available before following out the proposed line.
